Beech Grove is an "excluded city" under Indiana law - geographically surrounded on all sides by Indianapolis but legally independent, keeping its own police, public works and parks departments outside Unigov. It began as a company town built around the Beech Grove Shops, a railroad repair facility that Amtrak now operates as its heavy maintenance shops. Surrounded by a city, and still its own place
Beech Grove is one of the few communities in Indiana with this exact status: an excluded city, geographically surrounded on every side by Indianapolis, but legally independent of it. When Unigov consolidated Marion County government, Beech Grove stayed out. It still runs its own police department, its own public works, and its own parks. On a map it looks like part of Indianapolis. On paper and in daily life, it is not.
The city exists because of the railroad. I am literally inside Indianapolis. Why would I not just find someone in the city?
You can, and there is plenty there. The catch is that "in the city" can still mean forty minutes each way at 5 p.m., because being surrounded by a metro is not the same as being near the part of it you need. Video makes the geography irrelevant, which is what keeps a weekly appointment from becoming a monthly one.
